Five Skies Training and Consulting, LLC is a 100% Native owned small business that specializes in providing trainings tailored to opportunities in or near to Indian Country.

We provide trainings and presentations that can be facilitated as short format programming of less than one day up to multi-week trainings depending on your specific needs. We are happy to consult with you on many topics such as PL 102477, TERO, and the General Welfare Exemption for Tribes to help you create, improve, or enhance your existing programming.

Nicholas (Nick) Kedrowski

Nick Kedrowski is a member of the Oneida Nation (Turtle Clan) in Wisconsin and a founding member of Five Skies. In addition to his own personal experience, his experience with TEROs and Tribal grant agencies have helped Nick develop an understanding  and insight into the barriers to success facing today’s job seekers. Nick is a certified trainer for both the Medicine Wheel and Mending Broken Hearts.

Nyree Kedrowski

Managing Partner & Owner

Nyree Kedrowski is a member of the Ho-Chunk Nation (Thunder Clan) and is a founding member of Five Skies. She is a certified trainer for both the Medicine Wheel and Mending Broken Hearts. Nyree’s 25+ years of experience and training provide her with a high degree of responsive sensitivity and understanding of her clients. Together with Nick, they form the core of Five Skies Training.

Jon Kedrowski

Senior Instructor

Jon Kedrowski is a Senior instructor from Wisconsin. Jon's energy and instruction are infectious. Get ready to be engaged and on the edge of your seat when Jon is facilitating empowerment training.

Craig Hansen

Office Manager / Instructor

Craig Hansen is a member of the Mille Lacs Band of Ojibwe. In addition to trainings, Craig is filling the role as our Office Manager. You can expect to speak with him when you apply for our programming.

Five Skies can provide Technical Assistance to Agencies and Contractors where TERO compliance is essential.

We help contractors navigate their way through the TERO process (specific to the Tribe’s TERO Law that you are working with), understand the Tribe’s expectations of them and can assist with the communication between the contractors and the TERO office.

We can provide a review, analysis and recommendations on PL 102-477 programming and compliance and can provide recommendations on program and policies and revisions to a Master Plan.

These elements are things we can do mainly for tribes:

TERO and 477 Partnerships

Five Skies can help Tribal Offices develop and revise their Tribal Employment Rights Ordinance (TERO) as well as discuss best practices and recommendations on enforcement, collection, and structure.

Topics include:

  • adopting or revising an Ordinance to maximize its effectiveness
  • understanding the Return on Investment that TERO provides
  • potential applications and benefits of the “General Welfare Exemptions for Tribes”
  • development of a Tribal Elder Supplement program

We work with contractors and employers that will be working with or want to work with Tribes.

Partnerships and Accreditations

We work closely with several contractors and trades including the Laborer’s Local 563, Local 1091, Local 1097 and LIUNA, Ironworkers 512, Cement Mason’s Local 633, IUOP Local 49, UA Pipeliners Local 798.

We also work with several union and non-union trades and contractors and organizations including the Roofers, Carpenters, Electricians, Lunda Construction, Northland Constructors, Precision Pipeline, McGough Construction, Ames, Kramer North American, Bald Eagle Erectors, The State Group, Michels Construction, Building Strong Communities, SOAR, Minnesota Tribal Contractors Council, Minnesota Asphalt Paver’s Association and the Great Lakes Region TERO organization. 

We have worked with many of the Minnesota and Wisconsin Tribes as well as MNDOT and Western Wisconsin Workforce Development Board on DEED grants.
