You can even search by just Five Skies Empowerment Graduates. You can review candidate resumes, certifications, trainings and skills and only contact the candidates you believe to be most qualified.

You can create an account and search our candidates for free, but we do require you to subscribe to get full access to the information. This can be done by paying each time you need our services or by setting up unlimited access for a defined time period. Pricing for our initial launch are as follows:

We can help you navigate your way through the TERO process and understand the Tribe’s expectations and can assist with the communication between the contractors and the TERO office. We can help Tribes by providing reviews, analysis and recommendations on PL 102-477 programming and compliance and provide recommendations on program and policies and revisions to a Master Plan.

We can provide Sessions conducted directly with Tribes and are intended to help Tribal Offices develop and revise their TERO and discuss best practices and recommendations on enforcement, collection, and structure. We help you achieve your goals:

Adopting or revising an Ordinance to maximize its effectiveness
Understanding the Return on Investment that TERO provides
Potential applications and benefits of the “General Welfare Exemptions for Tribes"

We also help with the potential applications and benefits of the “General Welfare Exemptions for Tribes” and are happy to discuss how to development programs that can assist Tribal Elders without reducing their existing Government Benefits.

Working in Indian Country and Understanding TERO

This program is designed to be most effective for contractors working on projects funded by Tribes or that include Federal funding that are located on or near Tribal Lands. It is offered to Contractors through our subscription services to many of the TIER level membership . It is designed to help guide you in understanding TERO, it's history and the importance of Compliance. It can be tailored to the TERO regulations with jurisdiction over specific projects if you are working on a location under Tribal Jurisdiction to help you avoid the negative outcomes such as delays and penalties for non-compliance.

When consulting with Tribes, we can provide the background and information to help your Leadership determine if and how a TERO could be implemented and what benefits could be realized.

We incorporate elements of each of our programming to deliver impactful seminars and training sessions to individuals, organizations and companies or contractors that work with or employ Native Americans and Native American Tribes. Participants do not need to be Native American to benefit from our programming although it is beneficial to be a member, descendant and parent of a tribal member.

WHAT DOES YOUR SUBSCRIPTION HELP FUND?

Through our experience, we have found that ongoing support and mentorship is essential to improve the outcomes of our clients, especially when helping them enter a new career pathway. A core element of our programming is providing tools for our participants to overcome barriers in healthy ways but we understand that often barriers will come up that may limit their success. We provide assistance to remove as many barriers as possible to help increase the rates of success we see and help our graduates become self-sufficient and progress in a productive career.

Unfortunately we have also learned that many State and Federal grants have limitations that prevent funds being used in a manner that would specifically address the most common barriers faced by members of the underserved communities we focus on providing assistance to.

The funds we receive for our services enable us to provide mentoring services to our graduates essentially round-the-clock. They are able to reach out to us for advice/guidance whenever they encounter a challenge that they are unsure of how to address and do not have any other resource available to provide culturally as well as industry responsive feedback or advice.

We provide a wide variety of supportive services to our graduates such as work boots and other PPE or work gear/attire that may be required by a newly hired graduate that the contractor may not provide but would be essential for safe/comfortable working conditions.

Transportation can be challenging when someone has been unemployed or needs to travel for a new job and may not have gas money, or reliable transportation so we assist with fuel expenses or minor car repairs such as tires or brakes, etc. to make sure that when they get that offer of employment, they can say yes without hesitation and mean it.

Lodging assistance is also something we may provide for a limited period when someone needs to relocate for a position.

Of course, the funds also allow us to maintain our database and program services offered to contractors and other partners as well as the trainings we provide to our underserved communities, which in turn expand the number of people that are work ready and willing/able to go to work.

We develop new programming and update our curriculum frequently so that process often requires additional resources to support. Our efforts to ensure that our clients are work-ready will also sometimes include initial drug screening prior to someone attending a training or going out to a job site when requested and while that does not take the place of employer drug testing, it does provide an additional degree of assurance that when one of our graduates say they can pass a drug screen, they are able to say so without crossing their fingers.
